IOE Toolbox on knowledge management - IOE
IOE Toolbox on knowledge management
As part of its corporate-level evaluation on knowledge management (KM), IOE developed a Toolbox to evaluate the effectiveness of knowledge management practices.
Watch the introduction into the toolbox here
The toolbox includes:
Mapping of IFAD’s signature solutions
The tool helped us to understand how knowledge-specific approaches and innovations have moved through IFAD’s work, and identify the mechanisms that enabled effective replication in countries across the global portfolio.

Participatory video evaluation pilots (PVEs)
The participatory video evaluation pilots were an innovative approach to bring-in the voices of remote communities into a corporate-level evaluation. We were interested to understand how local and indigenous communities manage their knowledge. Participatory videos helped us to gain a deeper understanding of their needs and successes, and ensure that their voices are included in our evaluation.

Tracking KM practices across generational levels
IOE evaluated the use of KM practices in Country programmes against the six-generation framework, ranging from less to more transformative. We developed a rubric to identify the immediate, medium-term, and long-term outcomes of KM practices. Early generation practices involve the creation of databases and knowledge repositories. Later generation practices include multi-stakeholder platforms and knowledge co-creation.

Case studies from 20 countries
IOE carried out 20 country case studies to assess the impact on development results in terms of: enabling policy and institutional environment; contribution from IFAD-supported interventions; and assembling and use of different types of knowledge. The case studies also record and assess the factors which influenced the effectiveness and transformational nature of KM practices, including internal KM frameworks, staff capacities and incentives, IFAD's country presence, partnerships, and government capacity.
