The Spanish magazine "Revista de Evaluación de Programas y Políticas Públicas(Journal of Public Programs and Policy Evaluation) just released an article on the experience of the evaluation function in IFAD by Ashwani Muthoo, IOE Deputy Director, Fabrizio Felloni and Miguel Torralba, Senior Evaluation Officers.

This article introduces the experience of the evaluation function in IFAD. Among its distinctive features mentioned are:

1. the presence of an independent office of evaluation which has strengthened the credibility of the accountability function;
2. the adoption of a rigorous and standard methodology (also used by management of the organization for their self-evaluations) which has contributed to better comparability between evaluations and  has facilitated the aggregation of findings;
3. institutional processes that facilitate interactions between evaluation and management;
4. a system for monitoring the follow-up of the recommendations that contributes to better use of the recommendations and to the oversight function of the governing bodies of the organization.
