Monica is an environmentalist and evaluator with several years of experience in Latin America and Africa. Before joining IOE, she worked as Principal Evaluation Officer at the African Development Bank (2017-2019). Previously, she did evaluation consultancy for IFAD, coordinated development projects in the Sahel and worked as Regional Monitoring and Evaluation Officer for United Nations Capital Development Fund from Dakar (2010-2016). She started in evaluation as a Research Fellow at the Independent Office of Evaluation and Oversight of the InterAmerican Development Bank (2007-2010). She also worked in the NGO sector in Bolivia (2002-2005) and in the environmental private sector in Spain (2000-2002).
