Raymond is an Evaluation Officer at IOE. He leads project performance evaluations, validation and contributes to Country Programme Strategy Evaluations. Before joining IFAD, he worked in both humanitarian assistance and international development focusing on planning, monitoring and evaluation across a range of sectors, which include water and sanitation, energy, food security, livelihoods and agriculture. Raymond has led the design, management and implementation of various types of evaluations across experiences in South East Asia and Eastern and Southern Africa.
