The conference, organized by the Luxembourg Evaluation and Foresight Association (SOLEP Acronym in French), took place on 4 March 2019 in Kirchberg, Luxembourg.

Two plenary sessions in the morning were followed by three parallel technical workshops in the afternoon on the use of big data analytical tools for monitoring and evaluation. Hansdeep Khaira, IOE Evaluation Officer, conducted a technical workshop entitled "The use of satellite imagery and signals to support decision-making". His presentation shared the insights of an impact evaluation of an irrigation rehabilitation project that aimed to improve farming income several years following a conflict in the Republic of Georgia.
