Doha is a senior international evaluation expert who has worked on designing policy, program and project transformation agendas for mega- national, regional and international institutions. She was the first Director of Egypt’s Capacity Building Programme for Performance-Based Budgeting/Monitoring and Evaluation for the State Administrative Apparatus in Egypt. She was a Senior Policy and International Relations Advisor to the Ministers of Finance; Planning, Economic & Local Development; President-Minister of the Central Agency for Organization and Administration at the Cabinet of Ministers; the Chairman-Minister of the Arab Organization for Industrialization (a Presidency-affiliated institution), where she designed, researched and led fiscal, development planning, local development and civil service portfolio reforms. She was also a member of the Economic and Management Scientific Council of the Academy of Scientific Research and Technology, and provided advisory services to many UN, non-UN agencies, development partners and IFIs. She designed and mainstreamed the best-practices knowledge system of the IAEA, Vienna; and was the designer and debut evaluation function head of KAICIID, Vienna. She is a specialist in country-programme evaluation and strategic-level analytical research. Doha was an international reviewer of CPEs at UNDP New York IEO. She is well-researched and is either founding editor or editor to a number of refereed international academic journals in evaluation, economics, banking and finance. She is the concept formulator and designer to a number of influential national, regional and global evaluation networks. Doha is also a member of the counselling Board of the International Evaluation Academy; and offers advisory services to the Presidency & affiliate institutions, Cabinet of Ministers and at the Ministerial level. She brings about multi-disciplinary expertise being part of government, private sector, international financial institutions, multi-lateral & bi-lateral development partners, parliaments, civil society, think tanks etc. She was exceptionally selected as the only 5-times keynote speaker and recommendation formulation committee member in the Presidential National Dialogue relating to the Prioritization of Public Investments, State vs. Private Sector Ownership, and Financing Public Investments Committee; the Committee on Fiscal Reforms, Enhancing Public Revenues, Reducing Expenditures, and Debt Management; and among the select few members of the Presidential Recommendations Committee of the latter Committee. Doha was formerly a Professor of Finance at the American University in Cairo; Professor of Finance and Finance Head at Cape Breton University; Professor of Finance at Heriot Watt University; Professor of Finance at the Arab Academy for Maritime Transport and Technology; Associate Research Fellow at the School of Governance of Witwatersrand University & CLEAR AA; International, MENA & African Evaluation Faculty Member at Carleton University; Collective Action Evaluation Methodology Designer & Trainer at the Institute of Policy Alternative, among others. Doha earned many recognitions and awards; most notably life-time achievements award for supporting the cause of evaluation from the MENA evaluators network within which she is concept spearhead and co-founder. She is also an African Thought Leader in Development and Evaluation by the Rockefeller Foundation, CLEAR AA and IPA. She is currently a Vice President of the Development and Consumer Protection Society; Board Member of the International Initiative for Impact Evaluation; Independent international evaluation expert; Member of the Counselling Board of the International Evaluation Academy; Founding Editor of the African Evaluation Journal; Member of the Editorial Board of the Journal for Development Effectiveness; Independent Principal Advisor to the Chairperson of the National Authority for Management and Investment for economic affairs, institutional streamlining, and international relations at the Ministry of Defence. Doha is called to offer special economics & investment advisory services for the Scientific Advisory Board to the President. She is among the leading BENAA multi-disciplinary scientists’ evaluation network of the Presidency’s Administrative Control Authority Doha was member of the National Council for Women’s Permanent Economic Committee, whereby she assessed the impact of economic legislations and policies over gender affairs, with special note to the elderly strategy. She continues to be senior Advisor to the Council (a Presidency institution)

On April 2005, she received the Egyptian Stock Exchange Trophy of Appreciation from the Chairman of the Exchange for Efforts in Financial Markets. May 2008, Doha was awarded a trophy of recognition from the Bibliotecha Alexandrina for her valuable contributions to the effectuation of the International Conference for Evaluation Climate Change and Development. On February 2018, she was awarded a certificate of merit for distinguished economic development and investment achievement from the Arab African Development Agency. On December 2019, she received an appreciation trophy from the Chairman of the Board of the Engines Factory of the Arab Organization for Industrialization On January 2021, she received the trophy of appreciation from the Chairman of the Board of the Aeroplanes Factory of the Arab Organization for Industrialization. On March 2021 she received the 100 Arab Distinguished Personalities Award in sustainable Development from the Arab European Society; and the Recognition Award for her contributions to Arab Sustainable Development from the Egyptian Moroccan Union and the Human Soul Society. On October 2021, Doha received an appreciation trophy and award certificate for registration in the Encyclopaedia of Business and Development Leaders, Fourth Season, for the Award of Arab Icons in International Societal Leadership by the Federation of Arab Partners (FAP).
