2021 ARRI learning event - IOE
The Independent Office of Evaluation (IOE) organized a virtual learning event to present the 2021 edition of its flagship report, the Annual Report on Results and Impact (ARRI). The objective of the seminar was to share and discuss the findings of the 2021 ARRI. The event took place on 11 November 2021 from 15.30 to 17.00 hrs CET (Rome time), via Zoom webinar.
The ARRI, based on a large selection of IOE’s independent evaluations, presents a synthesis of the performance of IFAD-supported operations and highlights systemic and cross-cutting issues, lessons and challenges in order to enhance the development effectiveness of IFAD-funded operations. The 2021 ARRI report covered learning-oriented discussions on two important themes: project efficiency and operations in countries with fragile situations.
The event opened with welcome remarks delivered by Mr Fabrizio Felloni, Deputy Director, IOE. Ms Fumiko Nakai, Evaluation Officer, IOE, presented the main findings of the 2021 ARRI. Then, a panel discussion on “How to enhance IFAD’s support and engagement and development results in fragile situations?” took place, moderated by Roxanna Samii. The discussants were Mr Clément Banse, Chief Evaluation Officer, Independent Development Evaluation, African Development Bank Group; Mr Norman Messer, Country Director (Mali and Chad), West and Central Africa Division, IFAD; and Ms Dina Saleh, Regional Director, Near East, North Africa and Europe Division, IFAD. Following a stimulating Q&A session, Mr Nigel Brett, Operational Policy and Results Division, Programme Management Department (PMD) and Director, Asia and the Pacific Region Division a.i., IFAD, delivered remarks on behalf of Mr Donal Brown, Associate Vice President, PMD, IFAD. The event was closed with concluding remarks by Dr Indran Naidoo, Director, IOE.
