A national workshop for the Mozambique Country Strategy and Programme Evaluation (CSPE) was held in Maputo on 2 March 2017, as a final step in the evaluation process. The workshop was co-organized by Ministry of Economy and Finance of the Government of the Republic Mozambique and the Independent Office of Evaluation of IFAD (IOE).

The Chief Guest was Hon. Mr Domingos Lambo, Permanent Secretary, Ministry of Economy and Finance and the Chairperson was Ms Isabel Sumar, National Director of Cooperation, Ministry of Economy and Finance. Participants included representatives from the Government, multilateral and bilateral development organizations, project management staff of IFAD-funded projects, academic and research institutions, private sector and foundations, non-governmental organizations, selected resource persons. The IFAD delegation included the IOE Director, the Director of IFAD’s East and Southern Africa Division, a representative of the Operational Programming and Effectiveness Unit of IFAD’s Programme Management Department, the IOE lead evaluator, the IFAD Country Director for Mozambique, and the staff from the Mozambique IFAD Country Office.

The objectives of the national workshop were to:

  • discuss the main issues emerging from the Mozambique Country Strategy and Programme Evaluation;
  • provide inputs for the preparation of the evaluation's Agreement at Completion Point; and
  • provide an opportunity for reflecting on key issues and strategic priorities for the forthcoming Mozambique Country Strategic Opportunities Programme.

Prior to the workshop, the IFAD delegation from Rome undertook a field visit to the IFAD-funded project Pro-Poor Value Chain Development in the Maputo and Limpopo Corridors (PROSUL). The visit offered the IFAD delegation an opportunity to directly hold discussions with beneficiaries and their groups, project staff, relevant policy makers and district-level government authorities and others, as well as see project activities on the ground.

In terms of next steps, the Government of Mozambique  and IFAD Management will sign an Agreement at Completion Point which will capture the Government's and IFAD's commitment to adopt and implementation the evaluation recommendations with specific timeframes.

The field visit and workshop were widely covered by the Mozambique media.
