Measuring women’s empowerment in rural development

20 May 2021

We can identify three dimensions of women’s empowerment. Micro level (intrinsic agency), meso level (instrumental agency), and macro level (collective agency). Methodologies to assess women’s empowerment include focusing on household decision making, for example by using surveys and analyzing trends within responses, with attention to asymmetric data. Other approaches include measuring asset use, control and ownership, using qualitative data in combination with household survey data on assets, as well as cognitive interviewing and time use surveys.
