Fabrizio Felloni has been the IOE Deputy Director since September 2016. He was previously a Lead Evaluation Officer at IFAD and Evaluation Specialist at the Independent Evaluation Office of UNDP in New York. Fabrizio develops operational policies and methodologies to enhance the independence and effectiveness of the independent evaluation function and is active in methodological development. He led the preparation of the 2022 IFAD Evaluation Manual. He contributes to divisional strategic leadership and ensures high-quality professional work by creating an enabling environment for and coaching of IOE staff, and setting quality standards for IOE outputs. He has worked on international development evaluations for over twenty years, he led and is leading corporate, country programmes as well as project-level evaluations in Africa, Asia, Latin America and Eastern Europe. He is author and co-author of several peer-reviewed publications.

IOE evaluations provide an objective assessment of IFAD's results, and identify lessons learned from experience. Through independent evaluation, IOE is helping IFAD to make a difference for better impact on the lives of poor rural people.
