Donna is Professor Emeritus at Gallaudet University with a specialization in research and evaluation methodologies designed to support social transformation. She is an internationally recognized expert in evaluation using transformative mixed methods. During her almost 50 years as a leader in the evaluation community, she has advocated for inclusion of the voices of marginalized and vulnerable populations. She has authored, co-authored, or edited many books related to evaluation methods and human rights. She focuses on the intersection of research and evaluation with social, economic and environmental justice and human rights framed by the philosophical assumptions of the transformative paradigm.

The Independent Office of Evaluation of IFAD (IOE) evaluates the work of IFAD to find what works, what doesn’t and why. IOE evaluations provide an objective assessment of IFAD's results, and identify lessons learned from experience. Through independent evaluation, IOE is helping IFAD to make a difference for better impact on the lives of poor rural people.
