The learning note has been prepared as part of the recent evaluation synthesis on government performance. The paper contributes lessons specifically on government performance in the context of decentralization policies. It highlights the need to better understand the different forms of decentralization, local government functions and the related issues that would need to be considered when designing and implementing programmes at local level.
